Points:
You start with zero points.
Points are valid for 2 years, 5 years for driving under influence; hit and run; failure to stop after repeated requests of an authorized person (e.g. the police)
When 8 points are reached, the driver is required to attend a training course related to traffic safety and safe driving issues or driving behaviour correction lessons.
When 12 points are reached, a road safety theoretical test and a driving test (exam) have to be passed.
If the courses are attended / the exam passed, two points are deducted; if not – two extra are added.
When 16 points are reached (10 points for new drivers with experience below 2 years) licence is suspended for a year. Passing both full theoretical and driving examination is required to regain your licence.

Be careful entering Jelgava. The speedcam got us as we decreased our speed too slowly.

What about speed camera tolerances in Latvia? In Estonia, speed cameras forgive 6 km/h over speed limit. So in 90 zone you can drive past speed camera 96 km/h without penalty.
And also, what ends speed limits outside urban area?

I think max over limit is 10km/h in Latvia. The most I’ve had while passing speed cam was 9km/h over, no fine.

Waze is widely used in the country. So if there’s patrol or a portable speedcam on the road, you will get notified in there.
Police usually drive new Skodas and Subaru Foresters.
Some roads have 1.5 lanes. Meaning that slow drivers keep right and faster ones get past them without getting into opposite direction lane.
You will need winter tyres in winter. Please don’t bribe police for your own good.

Talking about 1.5 lane roads. The rule about keeping right that I mentioned applies only during daylight. Not when it’s dark.
